PORT ANGELES DUMP CONSTRUCTION ILLEGAL

U S Army Corps of Engineers (USACE) finds construction activities by City of Port Angeles violate Clean Water Act.
DCC has asserted this fact for over a year with no response from the USACE Now they respond after the damage is done.
DCC continues to maintain that the “old” unlined section of the landfill must be removed and placed in toxic landfill storage.
Current landfill has huge quantities of toxic materials leaching into Dry Creek and the Strait of Juan de Fuca and will continue
  to do so for the forseeable future.

The following is a conservative analysis of toxic materials in the “old” unlined City of Port Angeles landfill which has been falling into the Strait of Juan de Fuca during winter storms.AnalysisPADumpToxic.pdf  This data was taken from core samples drilled into the dump under the supervision of City of Port Angeles contractor, PARAMETRIX and analyzed under City of Port Angeles contract with STL a Seattle laboratory during the year 2002.  The quantities of materials available for ground water leaching from that unlined dump are enormous.  The following is DCC Testimony presented to the City of Port Angeles Planning Commission in October 2005.  DCC position at that time was that the dump had to be removed in its entirety.  This remains the DCC position.  This picture was taken in 2005 prior to start of the shoreline work on the “old” landfill near the mouth of Dry Creek.image
